The Carson City Mint was a branch of the US Mint. They produced American silver coins, most notably the Morgan Silver Dollars. However, the facility ceased coining operations in 1893.
These Morgan Dollars are among those manufactured from 1882 and 1884 but hoarded in the US Treasury until the GSA - General Services Administration was allowed to sell the hoarded silver dollars to the public in 1970.
They consist of uncirculated coins, originally sealed in the GSA slabs, and housed in black boxes lined with a light-blue velvet-like material and personalized with a message from President Nixon.

The Design
Chief Engraver George T. Morgan designed Lady Liberty in a left profile bust, wearing a Phrygian cap adorned with wheat and cotton balls and a tiara engraved with “LIBERTY.”
The image is encircled by the motto “‘E PLURIBUS UNUM,”’ thirteen five-pointed stars representing the Thirteen Original Colonies and the year of issuance at the bottom.
The reverse showcases a Bald Eagle with outstretched wings, carrying arrows and olive branches, surrounded by laurels. On top of the Eagles’ head read, “IN GOD WE TRUST,” and on the border, UNITED STATES OF AMERICA” and “ONE DOLLAR.”
All coins are housed in a GSA holder issued by the US Government from the General Services Administration. The holder will state "Silver Dollar". To note, though the General Services Administration created slabs that stated "Uncirculated Silver Dollar", all it means for these "Silver Dollar" coins is that toning is present and does not imply that they are circulated. This was the standard provided to the General Services Administration at that time.
All holders will be stored inside of an authentic GSA box and COA. Items will not be stored inside of their originally sealed mail package.

The General Service Agency might have assembled these based on toning, but, regardless, GSA Morgan Dollars are generally regarded for the high design quality of the Carson City morgan dollars within the slab. In fact, it is rare to receive a GSA Morgan Dollar with a grade as low as AU-50. Most GSA Morgan Dollars are between the grades of MS-62 to MS-64, including the ones that state "Silver Dollar" on the slab.
