The American Eagle Program is the US Mint’s most successful coin program. It is the result of the Liberty Coin Act and the Gold Bullion Coin Act, which date back to 1985 and were signed and supported by former President Ronald Reagan.

The Design
The American Eagle Program rescued Adolph A. Weinman’s Walking Liberty design from the 1917 Half Dollar coin to feature the obverse of Silver Eagles.
It showcases Lady Liberty enveloped in the American flag, walking towards the sun, carrying oak branches, and welcoming new inhabitants.
It also displays the word “LIBERTY” over the image, the year of issuance on the bottom, the motto “IN GOD WE TRUST” on the lower right, and the “W’ West Point mint mark beneath it.
The reverse depicts the Bald Eagle perched on a branch with open wings. Encircling the whole image and read “UNITED STATES OF AMERICA,” “ONE DOLLAR,” “1 OZ,” and “FINE SILVER,” added by the motto “E PLURIBUS UNUM.”
Burnished Coins
A Burnished American Eagle Coin results from a “burnishing” process, hence the name. It essentially means that the blanks are cleaned from all oxides formed during the annealing and rimming process. This way, burnished coins get a satin look and a smooth surface but less reflective luster than Proof American Eagles.
An NGC MS-70 First Day of Issue Coin
NGC - Numismatic Guaranty Company works apart from sovereign mints, certifying coins submitted for their appreciation using the Sheldon Scale, which ranks coins from 1 to 70.
MS stands for Mint State, indicating a coin crafted in the format of a business circulation coin. Since it has never been in circulation, the coin has no sign of wear, tear, or scratching, which grants it a 70 grade.
