1995 is a significant year for the US Mint as it marks the 10th mintage of the American Eagles Program, officially launched by the Liberty Coin Act in 1985.
The program's inaugural coins were the Gold and Silver Eagles. Shortly after the program's debut, the US Mint also released proof versions of the coins for collectors.

The Design
The obverse features the 1917 Half-Dollar Coin, designed by Adolph A. Weinman. In the image, Lady Liberty, folded in the American flag, walks towards the sun carrying oak and laurel branches. The engravings “LIBERTY,” the motto “IN GOD WE TRUST,” and the year of mintage accompany the image.
The reverse, created by John Mercati, features the Heraldic Eagle with thirteen stars over its head, representing the original Thirteen Colonies. The American Great Seal is on the eagle’s chest, arrows and olive branches are on its talons, and a banner with the inscription “E PLURIBUS UNUM” is on its beak.
The image also displays “UNITED STATES OF AMERICA,” “1 OZ FINE SILVER,” and “ONE DOLLAR,” which refer to the coin’s face value, weight, metal content, and purity. The “W” mint mark from the West Point branch is on the lower left.
An NGC PF-70 UCAM Coin
In order to appraise and grade coins, third-party services like NGC—Numismatic Guaranty Company use the Sheldon Scale as a parameter.
The initials PF stand for Proof Coin, indicating a coin produced for collection purposes. It exhibits mirror-like surfaces in contrast with frosted design elements. The expression “UCAM” or Ultra Cameo means this contrast is deeper and more intense than in other proof coins.
Grade 70 is the highest and is attributed to coins with no visible marks.
