The US Mint first released Silver Eagle coins in 1986 as the premiere silver coin of the American Eagles Program.
Both coins, bullion and proof Silver Eagles, are legal tender, holding a 1-dollar denomination, and contain 1 Troy oz of 99.9% fine silver.
However, Proof Silver Eagles exhibit a distinctive mirror-like luster due to the proof finish.

The Design
The reverse showcases the Heraldic Eagle under thirteen stars, representing the Thirteen Original Colonies. The eagle carries the National Shield on its chest, arrows and olive branches on its talons, and a banner with the inscription “E PLURIBUS UNUM” on its beak.
The information regarding face value, weight, metal content, and purity reads “UNITED STATES OF AMERICA,” “1 OZ FINE SILVER,” and “ONE DOLLAR.”
On the obverse, the Walking Liberty has the American flag draped on her shoulder, oak and laurel branches in one arm, and the other is extended in a welcome sign.
The image is supplemented by engravings “LIBERTY,” “IN GOD WE TRUST,” and the year of issuance.
Because it is a proof coin, its surfaces exhibit a mirror-like luster, which contrasts with the design’s frosted image.
A PCGS PR-69 Coin
PCGS, which stands for Professional Coin Grading Service, operates independently of sovereign mints. It appraises and grades coins using the Sheldon Scale, which ranges from 1 to 70.
According to the scale, PR stands for Proof Coin, indicating a coin produced for collection purposes, which exhibits mirror-like surfaces in contrast with frosted design elements. 69 is the grade attributed to coins whose flaws are almost invisible.
